CHEMEXCIL RCMC

CHEMEXCIL is the export promotion council for basic inorganic and organic chemicals, dyes and dye intermediates, cosmetics and toiletries, and agrochemicals. Its RCMC registers you as an exporter in those categories and opens access to foreign trade policy benefits.

Who needs it

Chemical, dye, agrochemical and cosmetics exporters. Note the split with CAPEXIL: paints, rubber and processed minerals sit with CAPEXIL, while basic chemicals, dyes and cosmetics sit here — the boundary catches people out.

CHEMEXCIL or CAPEXIL — which one do I need?

Basic chemicals, dyes, dye intermediates, cosmetics and agrochemicals go to CHEMEXCIL. Paints, rubber products, processed minerals, ceramics and stone go to CAPEXIL. If you export across both schedules you may need more than one RCMC.

How long does CHEMEXCIL registration take?

Typically 10–15 working days from a complete application on the DGFT platform.

Does an RCMC help with hazardous chemical exports?

The RCMC itself is a registration, not a safety approval. Dangerous goods still need correct UN numbers, packing groups, MSDS and IMDG or IATA declarations on the shipping documents.
