CAPEXIL RCMC
CAPEXIL is the export promotion council for chemical and allied products, and its remit is far wider than the name suggests — granite, marble and natural stone sit here, along with processed minerals, ceramics and refractories, paper, plywood, rubber and paints. Its RCMC is your proof of registration as an exporter in those categories.
- Issued by
- CAPEXIL (Chemical & Allied Export Promotion Council), filed through the DGFT e-RCMC platform
- Typical time
- 10–15 working days
- Government fee
- CAPEXIL's membership fee by turnover slab plus GST, paid to the council at actuals
- Validity
- Five years — RCMCs run to 31 March of the fifth licensing year
Who needs it
Exporters of any CAPEXIL-scheduled product who want access to foreign trade policy benefits. An RCMC from the right council is a precondition for most DGFT incentive schemes, and stone exporters routinely apply to the wrong council first.

How it works
- 1
Confirm CAPEXIL is your council
Granite and stone belong here, not with a minerals or construction body — and chemicals may belong to CHEMEXCIL instead. We check the schedule before you pay a membership fee to the wrong council.
- 2
Prepare the e-RCMC application
Since April 2022 all RCMCs are filed through the DGFT Common Digital Platform rather than with the council directly. We complete the application there against your IEC.
- 3
Council review
CAPEXIL verifies the application and the membership fee for your turnover slab. Typically 10–15 working days.
- 4
RCMC issued
The certificate is issued digitally against your IEC and runs for five years. We diarise the renewal.
After it is issued
Eximly's Granite add-on carries the block, slab, finish and bundle attributes that stone exporters need on every commercial invoice and packing list.

Do granite and marble exporters really register with a chemicals council?
Yes. CAPEXIL's schedule covers granite, marble, natural stones and processed minerals despite the council's name. It is one of the most common wrong turns for first-time stone exporters.
How long is a CAPEXIL RCMC valid?
Five years. Under the e-RCMC system a certificate runs from 1 April of the licensing year in which it is issued to 31 March of the fifth year.
Is an RCMC mandatory?
It is mandatory to claim benefits under the Foreign Trade Policy, and many buyers and banks ask for it. You can physically export without one, but you forfeit the incentive schemes.
Do I need a CA for CAPEXIL registration?
Not for the application itself. Higher turnover slabs at some councils require a turnover certificate from a chartered accountant — if yours does, we will tell you up front rather than after you have paid.
