Why Documentation Matters in Export

In international trade, documents are as important as the goods themselves. A single missing or incorrect document can cause shipment delays, customs holds, payment rejections, and penalty charges. Indian customs, banks, and foreign buyers all require specific documents at different stages of the export process.

This comprehensive checklist covers every document you may need, organized by stage of the export process.

Pre-Shipment Registration Documents

These are one-time registrations required before you can start exporting:

  • IEC (Import Export Code) — Mandatory 10-digit code issued by DGFT. No export possible without IEC
  • RCMC (Registration Cum Membership Certificate) — From the relevant Export Promotion Council for your product category
  • GST Registration — Required for claiming export benefits and GST refunds
  • AD Code Registration — Register your Authorized Dealer (bank) code with the customs port where you will export
  • Digital Signature Certificate (DSC) — For filing shipping bills and other documents electronically on ICEGATE
  • ICEGATE Registration — Online portal registration for filing customs documents

Commercial Documents

Prepared by the exporter for every shipment:

  • Proforma Invoice — Preliminary invoice sent to the buyer with product details, price, and terms before order confirmation
  • Commercial Invoice — Final invoice with complete transaction details — product description, HS code, quantity, unit price, total value, Incoterms, payment terms
  • Packing List — Detailed list of contents in each package — number of cartons, weight (gross and net), dimensions, marks and numbers
  • Purchase Order / Sales Contract — Signed agreement between exporter and buyer specifying terms of the trade

Customs and Regulatory Documents

Required by Indian customs for clearance:

  • Shipping Bill — The principal customs document for exports, filed on ICEGATE. Types: Free Shipping Bill, Drawback Shipping Bill, EPCG Shipping Bill, Advance Authorization Shipping Bill
  • Bill of Lading (Sea) / Airway Bill (Air) — Transport document issued by the carrier, serves as receipt of goods and title document
  • Certificate of Origin (COO) — Proves that goods were manufactured in India. Required for claiming FTA benefits in destination country. Issued by authorized chambers (e.g., FIEO, local chambers)
  • ARE-1 / ARE-3 (if applicable) — For Central Excise bonded goods movement (less common after GST)
  • Let Export Order (LEO) — Issued by customs officer after examination, permitting the goods to be loaded on the vessel

Quality and Compliance Certificates

Depending on the product and destination country:

  • Phytosanitary Certificate — For agricultural products, issued by Plant Quarantine authorities
  • Health / Veterinary Certificate — For food products and animal-origin goods
  • FSSAI Certificate — For food and beverage exports
  • Test / Inspection Certificate — From accredited labs (e.g., SGS, Bureau Veritas, TUV) as required by buyer
  • MSDS (Material Safety Data Sheet) — For chemicals and hazardous goods
  • BIS Certification — For products requiring Bureau of Indian Standards compliance
  • CE / FDA / REACH compliance — As required by destination country regulations

Banking and Payment Documents

Required by banks for payment processing:

  • Letter of Credit (LC) — If payment is via LC, ensure all documents strictly comply with LC terms
  • Bill of Exchange — Draft drawn by exporter on the buyer, required for D/P and D/A collections
  • Bank Realization Certificate (BRC) — Issued by bank confirming that export payment has been received. Needed for DGFT incentive claims
  • FIRC (Foreign Inward Remittance Certificate) — Proof of foreign exchange received, issued by AD bank
  • GR / SDF Form — Foreign exchange declaration form submitted to the bank (now mostly electronic via EDPMS)

Insurance Documents

  • Marine Insurance Policy / Certificate — Mandatory if Incoterm is CIF or CIP. Recommended for all shipments
  • ECGC Policy — Export credit insurance against buyer non-payment risk. Highly recommended for D/A and open account terms

Post-Shipment Documents

  • EGM (Export General Manifest) — Filed by the shipping line/airline with customs after vessel departure
  • EP Copy of Shipping Bill — Exchange control copy for your bank records
  • Delivery Note / Proof of Delivery — From the buyer confirming receipt of goods at destination

Checklist Summary

Before every shipment, verify you have:

  1. Valid IEC and RCMC
  2. Commercial Invoice with correct HS codes
  3. Packing list matching the invoice
  4. Shipping bill filed and LEO obtained
  5. Bill of Lading or Airway Bill
  6. Certificate of Origin (if FTA applies)
  7. All product-specific certificates (phyto, health, test reports)
  8. Insurance cover note or policy
  9. LC-compliant documents (if payment is via LC)
  10. All documents submitted to bank within 21 days of shipment
