How GST Works for Exports in India

Exports from India are treated as zero-rated supplies under GST. This means exporters either pay IGST on exports and claim a refund, or export under Bond/LUT (Letter of Undertaking) without paying IGST and claim refund of input tax credit (ITC).

Two Options for Exporters

  • Option 1: Export with IGST payment — Pay IGST on exports (similar to domestic supply), then claim refund. IGST is auto-refunded by ICEGATE based on shipping bill data matching with GSTR-1.
  • Option 2: Export under Bond/LUT — No IGST payment on exports. Claim refund of accumulated Input Tax Credit (ITC) on inputs and input services used for making exports.

IGST Refund Process (Option 1)

  1. File Shipping Bill — Include correct GSTIN, taxable value, and IGST amount in the shipping bill filed on ICEGATE
  2. File GSTR-1 — Report the export invoice in Table 6A of GSTR-1 with shipping bill number and date
  3. Data transmission to ICEGATE — GST portal transmits data to ICEGATE for matching
  4. Matching & validation — ICEGATE matches shipping bill data with GSTR-1. Both must match on: GSTIN, invoice number, port code, shipping bill number, and taxable value
  5. Refund scroll generated — Once matched, ICEGATE generates a refund scroll and sends it to the bank
  6. Credit to bank account — Refund is directly credited to the exporter's bank account linked to ICEGATE

IGST Refund Timeline

Typical timeline for IGST refund after EGM (Export General Manifest) filing:

  • 7-14 days — If all data matches perfectly between GSTR-1 and shipping bill
  • 30-60 days — If there are minor mismatches requiring manual intervention
  • 3-6 months — If there are major discrepancies, pending EGM, or if the claim is selected for scrutiny

Common Reasons for IGST Refund Delays

  • Invoice number mismatch — Invoice number in GSTR-1 doesn't match shipping bill
  • Port code mismatch — Wrong port code in GSTR-1 vs actual port of export
  • Shipping bill number error — Typo in shipping bill number in GSTR-1
  • EGM not filed — Shipping line hasn't filed the Export General Manifest
  • Taxable value mismatch — FOB value in shipping bill doesn't match GSTR-1 taxable value
  • Late GSTR-1 filing — GSTR-1 filed after the shipping bill, causing sequencing issues
