What is an HS Code?

The Harmonized System (HS) is an international nomenclature developed by the World Customs Organization (WCO) for classifying traded goods. Used by over 200 countries, it provides a standardized way to identify products for customs, trade statistics, and regulatory purposes.

In India, the HS system is implemented as the Indian Trade Classification based on Harmonized System (ITC-HS), maintained by DGFT and CBIC. Every product that crosses India's borders must have a correct HS code.

Structure of HS Codes

HS codes follow a hierarchical structure:

  • Chapter (2 digits) — Broad category (e.g., 09 = Coffee, Tea, Spices)
  • Heading (4 digits) — More specific (e.g., 0902 = Tea)
  • Subheading (6 digits) — International standard (e.g., 090210 = Green tea, not fermented)
  • Tariff item (8 digits) — India-specific classification (e.g., 09021010 = Green tea in immediate packings)

The first 6 digits are internationally harmonized — the same product has the same 6-digit code worldwide. The 7th and 8th digits are country-specific for finer duty classification.

Why Correct HS Code Classification Matters

Getting your HS code right isn't just a formality — it directly impacts your bottom line:

  • Customs Duty — Different HS codes have different BCD (Basic Customs Duty) rates. A wrong code could mean paying 30% duty instead of 5%.
  • Export Incentives — RoDTEP rates, Duty Drawback percentages, and MEIS benefits are all HS-code specific. Wrong code = lost benefits.
  • GST/IGST Rates — The IGST rate on imports depends on the HS code classification.
  • Licensing & Restrictions — Some HS codes fall under restricted or prohibited categories. Exporting without the required license is a criminal offense.
  • FTA Benefits — Preferential duty rates under Free Trade Agreements (India-ASEAN, India-Japan CEPA, etc.) are HS-code specific.

  • Processed vs. unprocessed — Raw cotton (5201) vs. cotton yarn (5205) vs. cotton fabric (5208). Processing level changes the HS code entirely.
  • Sets and kits — A gift set containing tea, honey, and spices. Classify by the item that gives the set its essential character, or by the highest-duty item.
  • New technology products — Products that didn't exist when the HS system was last updated. Use the "most analogous" heading.
